This is the reason that today the shade of justice, trust, development and people's participation is visible all around the state.
Three years ago, the biggest reason for the uneasiness and misery in the state was that there was no uniformity between the dreams of the people, the needs of the people and the thinking of power. I traveled from village to village and met people from every society, every section and adopted a strategy to actually fulfill the dreams of the people. Created plans for different needs.
Rajiv Gandhi Kisan Nyay Yojana: Bhupesh Sarkar Flagship Scheme
I and my colleagues had seen that at that time the farmer brothers were disappointed because of not getting the right price for paddy. We kept the promise and paid Rs 2500 per quintal as soon as the government was formed. If there were obstacles in this work, then they were also resolved. Under 'Rajiv Gandhi Kisan Nyay Yojana', we have made arrangements to give an amount of more than 11 thousand crore rupees to the farmers from the state budget. Now all Kharif crops including paddy, minor cereal crops like Kodo, Kutki, Ragi, pulses, oilseeds and horticulture crops have also been included in this scheme.
I am the son of a farmer, so I understand the happiness and sorrow of the farmers very well. The revolutionary steps we took in the interest of the farmers encouraged the farmers, due to which a new record was made in the state for the purchase of paddy on support price. Last year we had procured more than 92 lakh metric tonnes of paddy and this year we have set a target to procure 105 lakh metric tonnes of paddy. In just three years, the number of farmers who have registered for selling paddy has increased from 15 lakhs to 24 lakhs i.e. 60 percent more farmers registering is a happy sign that the faith of farmers has returned to the government and agriculture.

Chief Minister Tree Plantation Protsahan Yojana, Chhattisgarh Shakambhari Board', and 'Tea-Coffee Board'
For the development of horticultural crops, 'Chhattisgarh Shakambhari Board', 'Tea-Coffee Board' has been constituted to promote the production and processing of tea and coffee. Fish farming and lac production have been given the status of agriculture. 'Chief Minister Tree Plantation Protsahan Yojana' has been started, under which if the paddy growers plant trees in their registered area instead of paddy, then they will also be given an incentive amount of 10 thousand rupees for three years. Apart from this, private individuals, village panchayats, joint forest management committees have also been kept under the purview of this scheme and incentive amount. I believe that tree farmers will also play a big role in the shared efforts for greenery and economic empowerment. All these efforts will strengthen the rural economy.
For the first time in the state, 725 new societies have been registered by reorganizing the primary agricultural credit cooperative societies. In this way, now the number of these committees has increased from 1 thousand 333 to 2 thousand 58 in the state, so that farmers can be given the benefits of loan distribution and other schemes with more facilities.
Energy to 2600 Farmers' Irrigation Pumps
In the budget session 2021 of the Chhattisgarh Legislative Assembly, I had announced to resolve more than 35 thousand pending applications of farmers for irrigation pump energization in one year. I am happy that more than 26,000 pumps have been energized. Fast action is being taken on the remaining so that no such case remains pending till March 2022.
Earlier, we had waived irrigation water tax of Rs 244 crore pending farmers till November 1, 2018. For the second time till June 30, 2021, irrigation tax of Rs 80 crore has been waived again. In this way, economic relief like farm loan waiver, free electricity supply for irrigation, grants have been expanded. It is evident that in every matter of providing facilities to the farmers, we have taken prompt action with sensitivity.
A large part of the rural population of Chhattisgarh is dependent on agricultural labour, who face employment crisis after the kharif season. For such landless agricultural laborers, we had also announced to give benefits from this financial year under 'Rajiv Gandhi Grameen Bhumiless Krishi Mazdoor Nyay Yojana'. Under which there is a provision to provide 6 thousand rupees per year. In December 2021, the final selection of eligible beneficiaries has been done from special gram sabhas. The amount of the first installment will be transferred to the eligible beneficiaries on February 1, immediately after the Republic Day.

I am happy that with the confluence of livelihood and participation, we have also strengthened the cleanliness campaign. Connecting waste processing with the employment of sanitation didis and connecting various schemes of the government with wide public consciousness has given national recognition to the cleanliness model of Chhattisgarh. This is the reason that the Government of India has given the National Award to Chhattisgarh as the cleanest state of the country for the third time in a row. We have taken care of relief and employment with the development of all the infrastructure related to public facilities like roads, electricity, water, health, education. So far, ITI institutions have been started at 125 places in the state for providing employable education and training. Now ITIs will be opened in each development block. 10 new agricultural colleges, Krishi Vigyan Kendra and Mahatma Gandhi University of Horticulture and Forestry have been established in three years to support agriculture as the biggest source of employment.
We have opened doors of jobs on a large scale in government departments and semi-government organizations through direct recruitment and other means. Villages, forest areas, traditional skill work and value addition of local resources have also created huge employment opportunities in the state. Due to the success of our industrial policy, 32 thousand people have got employment and 90 thousand people are proposed to get employment. In the last three years, our enthusiasm has increased to see the glow of self-reliance in the eyes of the youth. This is the reason why we have formed 'Chhattisgarh Employment Mission', under which we will put all our efforts to create 15 lakh new employment opportunities in the next five years.
We have renovated the ancient temple complex of Mata Kaushalya at Chandkhuri, while connecting the faith places of the state with the facilities of tourism development, while marking 75 places on the Ram Van Gaman Path and have prepared an action plan for their development. In the first phase, the development work of 9 of these places is in progress. These places will also become medium of employment generation on a large scale.
Brothers and sisters, the struggle for justice and commitment to the rule of law is our legacy. The freedom movement was for justice. Our national leadership has always considered it its duty to make the constitution and continuously expand the scope of civil rights through amendments in the constitution. We believe in carrying forward this legacy. We had made 132 services online through Lok Seva Kendras, in which more than 25 lakh people were benefited in a year.
Today, on the auspicious occasion of Republic Day, I make some more important announcements in the interest of my Chhattisgarhia brothers and sisters:
- 1. Our government, this year, will bring a practical, simple and transparent law for regularization of all irregular building construction, which will directly benefit many citizens. By taking advantage of the provisions of this law, our citizens will be able to regularize their hard-working construction and earn a living and employment with self-respect.
- 2. Along with this, necessary provisions will be made for regularization of business activities conducted in residential areas so that thousands of our brothers and sisters can conduct their business with confidence.
- 3. I am happy to inform all of you that within 15 days of my announcement, 'Direct Building Permit System' has been started in municipal corporations of the state without human intervention in buildings up to 500 square meters. On the same lines, I announce that now in the state outside the municipal corporation areas, which are included in the investment area, the building configurations up to 500 square meters will be released within the stipulated time frame without any human intervention.
- 4. By making the process of obtaining tap connections in the urban bodies of the state free from human intervention on the lines of 'Direct Building Permission', it has been decided to provide tap connections within a time-limit.

- 7. Under the Chief Minister's Urban Slum Health Scheme, more than 18 lakh citizens have been treated free of cost in the municipal corporations of the state. Seeing the success of this scheme, I announce that soon this scheme will be implemented in all the urban bodies of the state.
- 8. In order to provide new facilities to the youth, I announce that the process of making learning license will be simplified in the state and for this 'Transport Facilitation Centers' will be started on a large scale. These centers will not only be authorized to make learning licenses, but in these centers all the services related to the transport department will be available to the citizens near their residence and the youth of the state will get employment opportunities.
- 9. I would like to share some new steps in the direction of employee welfare that soon we will increase the contribution of the state government from 10 percent to 14 percent under the contributory pension scheme in the interest of the government employees of the state.
- 10. Today, I announce from this platform that the state government will now work on 5 working days per week system to increase the work efficiency and productivity of government employees.
- 11. We are committed to the safety of our sisters, that is why today I would like to announce to all of you that for this purpose we will constitute a 'Women Safety Cell' in every district and use it effectively for women's safety.
- 12. I announce that a state level archery academy will be started in Jagdalpur in the name of 'Shaheed Gundadhur' to encourage archery in the state.
- 13. In view of the complexity of the rules of tree felling and the dislike of the citizens for tree plantation due to it, the state government is soon going to simplify these rules in the interest of the citizens. For this we are going to bring necessary amendments in all relevant Acts and Rules.
Brothers and sisters, we call the earth as mother, we identify it as Bharat Mata and Chhattisgarh Mahtari, so I believe that our constitution is like a mother's lap, in whose shade the most protection is felt. When we had taken the resolution to create 'Nawa Chhattisgarh', then in our mind we had only wish for the honor and welfare of Chhattisgarh Mahtari and all the brothers and sisters of the state and thus our extended family state. Our earth full of resources can give employment and security of a happy future to all the people of Chhattisgarh.
Keeping this goal in mind, the model of inclusive and sustainable development that we adopted has become a symbol of pride for all of us today in the form of 'Chhattisgarh Model'. Our Chhattisgarh model has also played a big role in effectively dealing with various problems arising during the corona pandemic. Our government has made all the arrangements, I am sure that with mutual good faith, solidarity and following the Corona protocol, we will be able to overcome the third wave very soon. I request all of you to be careful. Your good health and active contribution is our greatest strength.
I have only one dream and one goal that the new Chhattisgarh should be built by the hands of 2 crore 80 lakh people, in which everyone should participate, in which everyone should get justice, in which everyone's happiness is safe. Our efforts will continue in this direction in future also. Your love and support is my biggest asset and with the investment of this capital, we will also invite you to invest in Chhattisgarh, the world's largest capital.
