Raipur, 26 January 2022: Governor of Chhattisgarh Anusuiya Uikey hoisted the flag in the main function organized on the occasion of 73rd Republic Day at Police Parade Ground in Raipur, capital of Chhattisgarh today. On this occasion, the Governor greeted the people of the state on Republic Day. Along with this, the National Flag and the Governor were given a guard of honour. Suikey also released tricolor balloons in the sky. Chief Secretary Amitabh Jain and DGP Ashok Juneja were present on the occasion.
The Guard of Honor included platoons of BSF, CRPF, CISF, ITBP, SSB, Chhasbal Men, Chhasbal Women, Nagar Sena Men, Nagar Sena Women, Bands. The parade was led by a probationary Indian Police Service officer Smritik Rajnala. An Indian Police Service officer on probation as the Second Officer in Command was Vikas Kumar.
Governor Suikey said that on this day 26 January 1950, our glorious constitution came into force. On this great day, we the people of India got the power of rights. In this way, this day is a day for every Indian to get his identity. I extend my warm greetings to all of you on this occasion.

Governor of Chhattisgarh Anusuiya Uikey said that the first step of Navnirman was the freedom given to the country, so first of all, I bow to all the great warriors who got freedom. Through the Father of the Nation Mahatma Gandhi, the first President Dr. Rajendra Prasad, the first Prime Minister Pandit Jawaharlal Nehru, the first Law Minister Babasaheb Dr. Bhimrao Ambedkar, the first Deputy Prime Minister and Home Minister Sardar Vallabhbhai Patel, I remember the whole generation of those who gave freedom. Laid the foundation for a new constitution and new directions of development for the country.
The Governor said- Our Constitution says that every citizen has social, economic and political justice, freedom of thought, expression, belief, religion and worship. Everyone has the right to equality of status and opportunity. I say with great pride that the way we got protection of our interests for seven decades under the umbrella of our Constitution, we have made all round development, in future also we will move forward under its umbrella.
Ms. Uike said that my dear Chhattisgarhi people, I am overwhelmed by your talent, dedication, loyalty, ability to struggle and strong will-power to win even in adversity. Even during the long period of Corona pandemic, you guys kept walking step by step with my government and kept lighting the lamps of hope in the state even in the time of worldwide despair. The biggest task of my government is to take effective measures for relief and employment at the time of such crisis and I am happy that my government has tried to discharge its role with utmost sensitivity.
It is a matter of satisfaction that along with agriculture in Chhattisgarh, new employment opportunities have been awakened in rural and forest areas. Due to the attractive policies and schemes of my government, the traditional farmers and their new generation are now again involved in farming on a large scale. The doors of government, semi-government, industrial and private sector opened for jobs, employment, self-employment.

Governor of Chhattisgarh Anusuiya Uikey said that many concessions were also given in the field of industry and business. Their purchasing power was increased by giving various types of financial relief to the common man. In this way the economy was handled in the state, due to which the morale was strengthened at every level. Due to these efforts, the unemployment rate of Chhattisgarh has reached near 2 percent for the second time in three years. Earlier, the unemployment rate of Chhattisgarh was more than 22 percent, in which the decline of 20 percent is a very happy sign.
Governor Anusuiya Uikey said that the Chhattisgarh government has played its biggest responsibility by providing support to the paddy producing farmers. Last year a record of 92 lakh metric tonnes of paddy was made. Due to strong will power, this year again the state government is moving towards creating a new record. Apart from the support price of paddy, the benefit of grant-in-aid under 'Rajiv Gandhi Kisan Nyay Yojana' is also being given for two years. In addition to paddy, sugarcane, maize, pulses, oilseeds, aromatic fortified paddy, horticulture, minor cereal crops like kodo, kutki and ragi have also been included in the purview of this scheme.
Ms. Uike said that earlier arrangements were made for the purchase of minor cereal crops in the scheduled areas, but now its scope will be increased and all the primary forest produce cooperative societies in the entire state will buy it on support price. Chhattisgarh is the first state, which has announced support prices for these produce. The formation of 'Chhattisgarh Millet Mission' is a commendable initiative for better production, processing and marketing. In this way a new chapter of agriculture based economy has started in the state.
Governor of Chhattisgarh Anusuiya Uikey said that my government has linked the rights of the local people on the forest with the income from forest produce. Earlier, only 7 minor forest produce were procured, which has been increased to 61, while the collection or support price of 17 forest produce has also been increased. In this way, Chhattisgarh has become the top state in the country in terms of collection from minor forest produce and income from it to the tribals.
Chirag project has been approved at a cost of Rs 1,742 crore in 25 development blocks of 14 tribal-dominated districts of the state. Due to this increase in the agricultural income of the farmers of tribal areas, availability of nutritious food as well as value addition of agricultural products will bring multi-dimensional benefits to the farmers.
Governor of Chhattisgarh Anusuiya Uikey said that in order to increase the income of the farmers, my government has also emphasized on long-term institutional measures so that the efforts in this direction are sustained. To promote horticulture crops, 'Chhattisgarh Shakambhari Board' has been formed. To promote the cultivation and processing of tea and coffee, 'Chhattisgarh Tea-Coffee Board' has been constituted. High level phytosanitary labs have been set up to promote export of agricultural products. By giving agriculture status to lac production and fish farming, people engaged in this work will get facilities like electricity rate, soft credit, water supply etc.
Ms. Uike said that the schemes for conservation and development of Narva, Garuva, Ghuruwa, Bari are getting good response. Suraji Gaon Yojana has made a significant contribution to the strengthening of the rural economy through many efforts like soil improvement, ground water enrichment, organic farming, livestock rearing, increasing the production of nutritious vegetables and fruits in the villages. The payment for purchase of cow dung under the Godhan Nyay Yojana has been done more than Rs 122 crore.

The Governor said that the manufacture of vermi compost is playing a big role in solving the manure problem. A large number of Gauthans are becoming self-sufficient. The use of new products, natural paint and electricity generation from cow dung has also been successful. Due to this landless and resourceless families are getting new means of employment. To take this work forward, 'Godhan Nyay Mission' has been formed and action is being taken to develop 'Gramin Industrial Park' by expanding the scope of Gauthans.
Governor of Chhattisgarh Anusuiya Uikey said that many new schemes have been implemented for the respect and self-reliance of workers in the state. The announcement of giving 6 thousand rupees per year to the registered workers under the 'Rajiv Gandhi Bhumiless Krishi Mazdoor Nyay Yojana' is being implemented immediately after the Republic Day. Governor of Chhattisgarh Anusuiya Uikey said that during the Corona epidemic, my state government had promised to make special arrangements to solve the problems of migrant workers, fulfilling which 'Chhattisgarh State Migrant Workers Policy 2020' has been notified. Under this, there is a provision for the operation of the Chief Minister's Helpline Center at the state level, maintenance of the online registration register, labor resource center and migrant facility at the block level. More than 79 thousand migrant workers have been registered.
The Governor said that it is a matter of pride that Chhattisgarh has been awarded the Gold Award for e-Shramik Service by the Department of Administrative Reforms and Public Grievances, Government of India. Chhattisgarh has achieved this achievement to provide the registered workers in the state the benefits of government schemes in a transparent manner through online and digital means.
Reorganization of large units is considered to be a very effective way to take the policies, plans and public benefit facilities to the ground level. The state government has started the process of implementing the announcement of the formation of four new districts. Apart from this, four sections and 29 new tehsils have been formed.
Governor of Chhattisgarh Anusuiya Uikey said that my government has made multi-faceted efforts for infrastructure creation. For the development of road infrastructure, an action plan worth more than Rs 24 thousand crore is being prepared and implemented in the state. About 16 thousand crore rupees are being invested in various schemes of the state government and about 8 thousand crore rupees in Pradhan Mantri Gram Sadak Yojana.
She said that 8 thousand 980 km of roads were constructed in the last three years under the Pradhan Mantri Gram Sadak Yojana. 4 thousand 472 km of roads were built in 8 Naxal affected districts, which is an incomparable achievement in itself. Under the third phase of the scheme, Chhattisgarh stood first by getting the approval of the target set by the Government of India for 5 thousand 612 km, in which till now the construction work of 4 thousand 313 km length of roads has been completed. My Chhattisgarh state has also got first place in the country in monitoring through e-Marg portal prepared for maintenance works.
We have empowered the Sarpanchs by increasing the financial powers of the three-tier Panchayat Raj Institutions, which will give more opportunities to the people of the village to make and implement the development plans of their own accord.
Ms. Uike said that 99.76 percent satisfactory work in the completed, progressing and maintenance works of Pradhan Mantri Gram Sadak Yojna by national quality reviewers and to be ranked first in the country in this assessment is a special achievement of the state. In 2 years, an incentive amount of Rs 271 crore was provided to Chhattisgarh by the Central Government for its excellent performance.
The expansion and quality enhancement of power transmission and distribution network has increased the reliability of power supply. This is the reason why the state government has also been successful in fulfilling its promise of providing half electricity bill to domestic consumers and free electricity to agriculture and poor category consumers on a large scale.
He said that the State Government has taken several major steps to ensure availability of water for every use. The campaign to provide drinking water from tap to 29 lakh rural households by the year 2023 has gained momentum. Practical measures were taken in the direction of providing adequate water for irrigation, due to which the actual irrigation area has increased by about 50 percent in the last three years, while the work plan to double the irrigation capacity in 5 years by completing new projects is in progress. . To waive off pending irrigation tax of farmers, Rs 244 crore waiver was announced in the first phase and this year again Rs 80 crore irrigation tax was waived off.
Governor of Chhattisgarh Anusuiya Uikey said that the distribution of Forest Rights Accreditation Letter is also an example of getting rights over land. While on the one hand the individual canceled claims were reviewed, on the other hand a new path of community claims was created. In this way, more than 22 lakh hectares of land was distributed through distribution of 4 lakh 45 thousand 573 individual and 45 thousand 303 community forest rights recognition letters. In this way, while increasing the rights of natural property in addition to water-forest-land, better living standards and new means of livelihood were provided to the people of Chhattisgarh, which is my government's strong desire to work according to our constitution and the basic spirit of the republic. Ms. Uike said that to get the benefit of Chhattisgarh's resources in the form of increasing the participation of the state and its residents in development, my government has given many important facilities and concessions to the investors. Chhattisgarh is also the first state in the country to give eligibility for grants from financial institutions as a new unit to revive the closed and sick industries.
Similarly, to promote economic activities during the Corona period, many types of relief have been provided like concession in electricity duty to save distressed industries, partial tax waiver in taxes under One Time Settlement to transport traders.
She said that my government has taken many steps to make the administration sensitive, effective and transparent for public facilities. In the spirit of 'Tunhar Sarkar Tuhar Duar', arrangements have been made by the Transport Department to send 22 documents related to registration certificates and licenses of vehicles directly to their homes through speed post. Arrangements have been made to provide online information to applicants by linking 19 services with Aadhaar number and arrangements have also been made to receive 100% digital payment. Electricity consumers are being given facilities like payment of dues and grievance redressal through 'More Bijli Mobile App'.
Governor of Chhattisgarh Anusuiya Uikey said that Chhattisgarh is getting National Award for three consecutive years for e-governance in three-tier Panchayat Raj Institutions. The digital signature of Sarpanches was created and the grant amount received from the 15th Finance Commission is being paid online. Apart from this, our Panchayat Raj institutions have received 12-12 awards every year continuously for the last three years.
Ms. Uike said that I believe that it is the achievement of my state government to prepare the draft PESA rules for scheduled areas on the basis of discussions and suggestions with the tribal groups. The process of final payment of General Provident Fund of retired government servants has also been made online.
She said that 1 thousand 540 villages of the state had been identified by the Ministry of Finance, Government of India, in which no bank branch or bank friends were working in the area of 5 km, out of 1 thousand 540 such villages would be banking in 1 thousand 515 villages. The service has been reached which is more than 98 percent. The number of bank branches and ATMs in Naxal-affected areas has increased from 560 to 994. My Chhattisgarh has progressed rapidly in the direction of strengthening the republic with rights, means, facilities and empowerment.
She said that Swami Atmanand English Medium Utkrisht Shala Yojna has played an important role in the innovations made for expansion and quality enhancement in the field of education. Wherein 'Mukhyamantri Haat-Bazar Yojana', 'Chief Minister Urban Slum Health Scheme', 'Dai-Didi Mobile Clinic Scheme', 'Dr. Health services have been greatly expanded through 'Khubchand Baghel Health Scheme' and 'Mukhyamantri Vishesh Swasthya Sahayata Yojana'.
1 lakh 60 thousand children and about 1 lakh women have been freed from malnutrition and anemia due to 'Mukhyamantri Suposhan Abhiyan'. Doctors, medical staff, equipment and other facilities have also increased manifold in the last three years, due to which the state has been greatly helped in dealing with Corona.

Governor of Chhattisgarh Anusuiya Uikey said that in order to make the youth of Chhattisgarh educated, cultured, conscious about their goals and hard working, the state government has formed organizations like Chhattisgarh Culture Council, Chhattisgarh Sports Authority, 9 sports academies, Rajiv Yuva Mitan Club. New universities, new colleges, new courses have been started, while on the other hand, the doors of direct recruitment and other means have also been opened in various departments of the government. To encourage girl child education, facilities like free education up to postgraduate level, 30 percent reservation in jobs have been provided, while employment has also been given on a large scale through self-help groups in rural and forest areas.

Chhattisgarh Governor Uikey said that the roots of democracy in Chhattisgarh are very deep. My government has irrigated these roots with the schemes of justice. Work is being done expeditiously to bring back the cases imposed on the tribals, to give relief to the public from the cases like the dishonesty done by the chit fund companies. The strategy of security, trust and development has been successful due to which Naxalism has been effectively checked. The light of development has also reached the Naxal-affected areas.
Ms. Uike said that the Corona epidemic has once again created a crisis in front of the country and the world. It is the responsibility of all of us to protect ourselves and the people around us from infection by following the corona protocol. The state government has made all possible preparations for the treatment at its level. I appeal to all of you to be careful and help the state come out of this crisis.
She said that I am happy that the empowerment, prosperity and happiness of the common people is increasing rapidly in Chhattisgarh. The resolve to beautify the ancient temple complex of Mata Kaushalya has been fulfilled. Along with this, the work of development of Ram Van Gaman Path is being done at a fast pace. This is a symbol of the fact that my government is linking development with respect for public beliefs.
