After unfurling tricolor at Lal Bagh ground in Bastar Divisional Headquarters Jagdalpur on the occasion of Republic Day, Chief Minister Mr. Bhupesh Baghel addressed the people of the state saying that it is our responsibility to protect the constitutional rights of citizens in the state and maintain the unity and integrity of the country. Our Government will stand by every section of the society through every thick and thin.
Our constitution is the biggest protector of farmers, villagers and general public, but if any new law comes in the way of this system then it is the responsibility of the state government to deal with a challenge like that. And we have fulfilled this responsibility by introducing Chhattisgarh Agricultural Produce Market (Amendment) Bill. I say this once again that we will always be ready to overcome the obstacles that come in the way of protecting constitutional rights of the citizens, said Mr. Baghel.
Our government has taken major steps in last two years, especially in the interest of weaker sections of the society. We are ready to face every challenge to fulfill the promise of providing justice to the economically weaker sections along with farmers, villagers, and landless people.
Chief Minister remembered the martyrs, the creators of the Constitution and the leaders of the nation
On the auspicious occasion of Republic Day, Chief Minister warmly greeted the people of the state and said- "first of all, I salute great martyr Shaheed Gaindsingh, the hero of the Parlakot rebellion in Chhattisgarh, which had taken place before the first comprehensive revolution of 1857. Shaheed Gaindsingh had create public awareness against the oppression of British Government and the flames of this rebellion was further fanned by the revolutionaries like Veer Gundadhur and Shaheed Veeranarayan Singh. In this way, entire Chhattisgarh became an important part of the national freedom movement. I salute the Father of the Nation Mahatma Gandhi, Pandit Jawaharlal Nehru, Maulana Abul Kalam Azad, all the heroes of that era and the unsung soldiers and many immortal martyrs who passionately fought for freedom of the country. Our great constitution was constituted by Dr. Rajendra Prasad, President of the Constituent Assembly and Dr. Bhimrao Ambedkar, Chairman of the Drafting Committee, while various visionaries, legalists and various committees from different regions of the country, including legalists from Chhattisgarh, played a historical role as members of the Constituent Assembly. Today, I salute them all".
State Government has taken major steps in larger interest of BPL families
Mr. Baghel said that our government has taken major steps in interest of BPL families in last two years. Considering the large number of BPL families in the state, we took up the challenge of bringing it down to the national average. In the same sequence, Puna Madakal Dantewada Programme was launched, which became the basis of innovation for rapid development in other such districts. This campaign resulted in 26% decrease in malnutrition rate in the span of 10 month. 500 acres of land has been earmarked for small industries. New employment opportunities have been generated. Four new factories have been started with the help of localites, who would launch the new brand ‘DanNext’ (Dantewada Next) in the national-level market. Acquired land has been returned to the tribal people of Lohandiguda and after 13 years, schools of Jagargunda have been reopened. Chief Minister's Haat-Bazar Clinic schemes, malnutrition and malaria eradication also started from Bastar, which later became a vision and inspiration for the entire state.

Jheeram village gets electricity after 73 years of independence day
Chief Minister said that Bijapur has secured the first position in the countrywide delta ranking of aspiring districts in the country. Kondagaon, Narayanpur and Sukma districts have also made their mark as aspirational districts. We are happy that Jeeram village of Bastar has finally got electricity supply after 73 years of independence. High pressure network ranging from 400 kV to 132KV has been developed in Bastar. Similarly, homes, hospitals, schools, ashrams, have been illuminated with solar energy. With telecom towers and air services, Bastar has entered a new era altogether. For decades, tendu leaf collection was only a means of livelihood, we increased the collection remuneration from Rs. 2, 500 to Rs. 4000 per standard bag and provided security cover to labourers and their families under Shaheed Mahendra Karma Tendupatta Collector Social Security Scheme. In addition, we have started procuring 52 minor forest produce at support price and have emphasized on establishment of processing centers in Vananchal.
Decision to purchase paddy on support price from forest rights holders
Chief Minister said that traditional forest dwellers and tribal people were dissappointed due to the cancellation of forest rights claims. We reviewed the revoked claims and gave them big hope by duly giving them possession of the vast land. New measures for distribution of community forest rights certificates have turned out to be a success. Now we have decided to procure paddy from the forest rights holders at support price. I would like the tenant farmers to take full advantage of this initiative.
Ram Van Gaman tourism circuit will create new opportunities of development and livelihood for localites
Chief Minister said that to preserve the legendary memoirs of Lord Ram from his visit to Chhattisgarh during exile, State Government is developing Ram Van Gaman tourism circuit. This would also create new means of development and livelihood for localites.
Development authorities elevated the dignity of local leadership
Chief Minister Mr. Bhupesh Baghel said that to give the due honour and rights to the local leadership in tribal region, we have appointed local public representatives as Chairmen and Vice-Chairmen of Bastar, Sarguja and Central Zone Development Authorities and gave them the power to take decision for regional development. We have constituted 24 new tehsils and Gaurela-Pendra-Marwahi district to make the administration and governance more efficient.
We will face every challenge to provide justice to the weaker sections of the society: record of highest paddy procurement
Chief Minister said that we are ready to face every challenge to fulfill the promise of providing justice to farmers, villagers, landless and economically weaker sections. For our farmer brothers, sisters and their families, paddy procurement at a support price is a great hope. The number of registered paddy farmers has steadily increased in two years, which is an example of how many more families can be benefited by doing this work with noble intentions thought and in an orderly manner. The number of registered farmers has increased from 15 lakh to 21 lakh 52 thousand 485 farmers this year, while the registered area has increased from 24 lakh 46 thousand to about 28 lakh hectare. As we did in the last 2 years, we have created a new record for highest paddy procurement this year as well. As part of a new initiative, more than 7 thousand paddy storage platforms have been constructed in villages to prevent the damage of the huge quantity of paddy stored in the open. We had started the 'Rajiv Gandhi Kisan Nyay Yojana' to provide financial aid to the farmers taking 14 types of crops including paddy. We promised to pay Rs 5 thousand 700 crores to the farmers, in three installments, 80 percent of which has been paid. 100% payment will be done in this financial year. Under this scheme, we will also achieve the goal of crop diversification and economic empowerment of farmers.
Suraji Gaon Yojana opens new doors of innovation and employment in villages
Chief Minister said that about Rs 72 crore has been paid to the dung vendors at the government rate in last 5 months under Godhan Nyaya Yojana. A large number of landless, women and people of weaker sections have benefited from this scheme. The development of Narva, Garwa, Ghurwa, Bari under Suraji Gaon Yojana has opened new doors of innovation and employment in villages. This is not only increasing the productivity of the land, development of water resources, production of fruits and vegetables, finding means to fight malnutrition in villages, large scale employment generation but has also facilitated vermi compost production and manufacturing of artistic items made of cow dung. This would ensure strong presence of Chhattisgarh in the market for organic products. I am happy to say that a large number of women and youngsters are associated with our schemes. From education to culture, from skills to employment, from talent testing to expansion, an atmosphere of renewed confidence has been created through following decisions- Extending the scope of free education to class 12th, Swami Atmanand English Medium School Scheme, Chhattisgarh Sports Development Authority, Chhattisgarh Culture Council, National Level Sports Academy, Free Sports Training Center, two new universities, dozens of new colleges, Chief Minister Skill Upgradation Scheme, new Measures such as the guide line have given new dreams to the eyes of the youth. Innovative Incentive Scheme has been launched to link innovations of youth and institutions in various fields with recognition, market and entrepreneurship development opportunities. Under this, facilities of grant for innovation, prototype development, registration as intellectual property etc. will be made available. Chief Minister also spoke about the State Government’s achievement of providing electicity supply to approximately 2 thousand hamlets every year. He spoke about the expansion of infrastructure in the power sector and also about the success of ‘Half Electricity Bill Scheme, Mukhyamantri Sugam Sadak Yojana, Mukhyamamntri Gram Sadak Vikas Yojana, Jawahar Setu Yojana, PMGSY etc.
Record of providing highest employment in the country made under MNREGA: Chhattisgarh hold top rank at the national level for implementation of the scheme*
Chief Minister said that under Mahatma Gandhi National Rural Employment Guarantee Scheme, Chhattisgarh has created a record of providing maximum employment in the country. Moreover, many innovations are being done through its convergence. This includes construction of Anganbadi centers. Construction of about 5 thousand gauthans has been completed and about 43 thousand vermicompost tanks have been made in gauthans. About 3 thousand pastures have been developed. Chhattisgarh topped the national level in implementation of several national schemes such as Shyama Prasad Mukherjee Rurban Mission, Pradhan Mantri Awas Yojana, Swachh Bharat Mission, establishment of biogas plants, development of ODF plus panchayats.
Strategy to make healthcare facilities more accessible
Mr. Baghel said that in Chhattisgarh, we have adopted the strategy of working longer hours in existing health centers, raising more facilities and providing necessary facilities for more patients. Our preparation made it possible for us to provide relief and treatment to people during the COVID crisis. Keeping in mind the special requirements for COVID-19 treatment, we upgraded the hospitals and expanded the services promptly. In the socio-economic conditions of the state, it was a challenge to ensure that the reach hospital on time, hence, we adopted a strategy of reaching out to the communities and people's homes. In this way, the expansion of Mukhyamantri Haat-Bazar Clinic Scheme, urban slum health scheme, Dai-Didi mobile clinic scheme, Minimata Diagnostic Center scheme etc. was done to make health checkup and treatment facilities easily accesible for people.
Patients getting benefitted under Dr. Khubchand Baghel Health Scheme and Chief Minister Special Health Scheme
Chief Minister said that under Dr. Khubchand Baghel Health Scheme and Chief Minister Special Health Scheme, patients are being provided free of cost treatment facility of upto Rs 20 lakh for various common and rare diseases. This initiative has been appreciated at the national--level as well. Strategic and successful execution of malaria-free Bastar campaign has resulted in 65 percent malaria control in a year. Now this intensive malaria-free campaign would be conducted in Sarguja and other parts of Chhattisgarh.
Nutrition security to 97 percent of the population in state: 99 thousand children cured of malnutrition
Chief Minister said that there is a deep connection of health with nutrition. We have provided nutritional security to 97 percent population of the state by implementing universal PDS scheme. Under the Mukhyamantri Suposhan Yojana, 99 thousand children have been cured of malnutrition and 20 thousand women have been cured of anemia, which is a major achievement. Community participation and the use of funds such as DMF have played a major role in effective implementation of this scheme. The new guideline issued for the utilization of DMF has helped in betterment of education, nutrition, employment and rehabilitation facilities.
Development Model of Chhattisgarh being discussed across the country
Government opens up treasure for Farmers-labourers-forest dependents-indigenous arts
Chief Minister said that 'Chhattisgarh Model' is being widely discussed across the country. It is well known that we got a huge mandate but our government had inherited an empty treasure. People were waiting for justice, hence, far-reaching developmental steps had to be taken for immediate relief. We have countered this situation with the ideological heritage of Gandhi-Nehru-Shastri-Patel-Azad-Ambedkar. Government has opened up the treasure for welfare of farmers, labourers, forest dwellers and indigenous arts. State Government is taking various measures to financially empower these sections of society. In this period, our mothers and sisters in self-help groups, Bihan groups with endurance, courage and creativity contributed to the development of gauthans, by making dung artworks, masks, sanitizers and other items. Even during the pandemic and lockdown, production and development continued in Chhattisgarh.
Salute to the scientists who discovered the corona vaccine; Mr. Baghel appealed people to cooperate in making the vaccination campaign successful
Chief Minister Mr. Baghel said- "all of you not only handled yourself well during the COVID crisis but also took care of the people who came in contact with you. Millions of migrant laborers returned home safely and successfully". Acknowledging the contribution of the great scientists who discovered the COVID vaccine, Chief Minister requested people to cooperate in making the vaccination campaign a success. The success of Chhattisgarh's Development Model assures that the future would be full of opportunities and prosperity.
*Investment of 43 thousand crores in new industries: 64 thousand people will get employment
Chief Minister said - "our policy initiatives and your cooperation has created a favourable environment to attract investment in the state. In last two years, nearly Rs 43 thousand crore have been invested to establish new industries and around 64 thousand people have been provided employment. Our state has emerged as the most preferred state of investors in the country. We have made attractive provisions for investment various sectors. Sarodha-Dadar, Satarenga, Ram Vanagman Tourism Circuit, Sirpur Buddhist Tourist Circuit etc. are being developed to give a new identity to Chhattisgarh.
Initiative to provide justice to victims of chit fund companies
Chief Minister said that we have taken the initiative to bring justice to the victims of chit fund companies and help them recover their hard-earned money. In the same sequence, cases have been registered against 163 chit fund companies and 647 office-bearers of such companies have been arrested. Taking the complicated action of confiscation and attachment of the property of the defaulting companies, State Government has managed to recover and return the partial amount of Rs 10 crore to the investors in half a dozen districts.
Strategy of trust, security and development strategy of State Government have reduced the incidents of naxal violence
Acknowledging the important role of Security forces in giving the sense of security to people of the state, Government has taken several steps for the welfare security personnel. Our strategy of confidence, security and development has considerably reduced the number of Naxalite incidents and other criminal activities.
Chhattisgarh is ready to buy Nagarnar Steel Plant
Public enterprises is the backbone of India’s economy. Ironically, attempts are being made to weaken this backbone. We have taken a government resolution on the platform of the Chhattisgarh Legislative Assembly that if there is an attempt to sell the Nagarnar Steel Plant being built in Bastar in private hands, the Chhattisgarh Government is ready to buy this plant. Today, on the occasion of Republic Day, I repeat this pledge in front of all of you. In this way, we are committed to protect your water-forest-land as well as your resources and opportunities. He requested the citizens to participate actively in various schemes of state government and contribute in realizing the vision of ‘Nava Chhattisgarh.
