26 January 2022: When we talk about our glorious constitution, the faces of those immortal martyrs are seen in front of our eyes, due to which India became independent. Our Chhattisgarh was associated with the national consciousness of India before the revolution of 1857, thanks to the personalities like Amar Shaheed Gaind Singh, Shaheed Veer Narayan Singh, Veer Gundadhur. From the freedom movement to giving the boon of the republic, I bow to all the great personalities who made their contribution.
Our visionary forefathers had not only dreamed of a constitution for independent India along with the freedom struggle, but had also started concrete preparations for it. This is the reason why the concept of the country's heritage, democratic values, panchayat got an important place in our constitution.
Father of the Nation Mahatma Gandhi, First President Dr. Rajendra Prasad, First Prime Minister Pandit Jawahar Lal Nehru, First Law Minister Baba Saheb Dr. Bhimrao Ambedkar, First Deputy Prime Minister and Home Minister Sardar Vallabhbhai Patel, First Education Minister Maulana Abul Kalam Azad along with, The great personalities involved in the process and the personalities of that era had laid the foundation for the Navnirman of India, on which the country has reached new heights of heights. I salute all of them remembering their contribution.
Today, when we stand under the shade of the tricolor flag, the sacred identity of our country, we see many colors of our great heritage in the tricolor waving proudly and proudly, which make us feel proud and feel proud. Provides. Inspire us to defend our freedom, strengthen the republic, renew our faith and allegiance to the Constitution. We feel strongly that our Constitution is the proponent of our democratic values, fundamental rights, it is our utmost duty to preserve it.
Brothers and sisters, this year we will celebrate the seventy-fifth anniversary of the country's independence. This is an occasion to reflect whether the country has been able to fully achieve the goals of independence and republic. The way the atmosphere of communal frenzy was created at the time of independence, have we been able to get relief from those challenges today? Have the goals of self-respect, self-reliance and empowerment of the people been achieved? If not, what should be the top priority today? Isn't communal frenzy a hindrance in the progress of the country?
I believe that even today our biggest need is for mutual unity, coordination, mutual love and cooperation, so that negative thoughts do not find a place in any field. Our need is for development with goodwill. Each hand has to be given work. After the formation of the state of Chhattisgarh, a new opportunity was given to decide the right direction of development with the right priorities, but ironically, a long time of one and a half decade was wasted due to wrong priorities. When we got the mandate three years ago, we have done the work of justice, civil rights and people's empowerment in mission mode in Chhattisgarh. This is the reason that today the shade of justice, trust, development and people's participation is visible all around the state.
Three years ago, the biggest reason for the uneasiness and misery in the state was that there was no uniformity between the dreams of the people, the needs of the people and the thinking of power. I traveled from village to village and met people from every society, every section and adopted a strategy to actually fulfill the dreams of the people. Created plans for different needs.
Rajiv Gandhi Kisan Nyay Yojana: Bhupesh Sarkar Flagship Scheme
I and my colleagues had seen that at that time the farmer brothers were disappointed because of not getting the right price for paddy. We kept the promise and paid Rs 2500 per quintal as soon as the government was formed. If there were obstacles in this work, then they were also resolved. Under 'Rajiv Gandhi Kisan Nyay Yojana', we have made arrangements to give an amount of more than 11 thousand crore rupees to the farmers from the state budget. Now all Kharif crops including paddy, minor cereal crops like Kodo, Kutki, Ragi, pulses, oilseeds and horticulture crops have also been included in this scheme.
I am the son of a farmer, so I understand the happiness and sorrow of the farmers very well. The revolutionary steps we took in the interest of the farmers encouraged the farmers, due to which a new record was made in the state for the purchase of paddy on support price. Last year we had procured more than 92 lakh metric tonnes of paddy and this year we have set a target to procure 105 lakh metric tonnes of paddy. In just three years, the number of farmers who have registered for selling paddy has increased from 15 lakhs to 24 lakhs i.e. 60 percent more farmers registering is a happy sign that the faith of farmers has returned to the government and agriculture.
Now Moong, Urad and Tuar Dal in PSP Procurement
I am happy to say that we are going to take another big step towards getting better prices for new crops and related farmers. Today, I announce that from the upcoming Kharif year 2022-23, pulses crops like Moong, Urad, Tur will also be purchased at minimum support price in the state.
Chief Minister Tree Plantation Protsahan Yojana, Chhattisgarh Shakambhari Board', and 'Tea-Coffee Board'
For the development of horticultural crops, 'Chhattisgarh Shakambhari Board', 'Tea-Coffee Board' has been constituted to promote the production and processing of tea and coffee. Fish farming and lac production have been given the status of agriculture. 'Chief Minister Tree Plantation Protsahan Yojana' has been started, under which if the paddy growers plant trees in their registered area instead of paddy, then they will also be given an incentive amount of 10 thousand rupees for three years. Apart from this, private individuals, village panchayats, joint forest management committees have also been kept under the purview of this scheme and incentive amount. I believe that tree farmers will also play a big role in the shared efforts for greenery and economic empowerment. All these efforts will strengthen the rural economy.
For the first time in the state, 725 new societies have been registered by reorganizing the primary agricultural credit cooperative societies. In this way, now the number of these committees has increased from 1 thousand 333 to 2 thousand 58 in the state, so that farmers can be given the benefits of loan distribution and other schemes with more facilities.
Energy to 2600 Farmers' Irrigation Pumps
In the budget session 2021 of the Chhattisgarh Legislative Assembly, I had announced to resolve more than 35 thousand pending applications of farmers for irrigation pump energization in one year. I am happy that more than 26,000 pumps have been energized. Fast action is being taken on the remaining so that no such case remains pending till March 2022.
Earlier, we had waived irrigation water tax of Rs 244 crore pending farmers till November 1, 2018. For the second time till June 30, 2021, irrigation tax of Rs 80 crore has been waived again. In this way, economic relief like farm loan waiver, free electricity supply for irrigation, grants have been expanded. It is evident that in every matter of providing facilities to the farmers, we have taken prompt action with sensitivity.
A large part of the rural population of Chhattisgarh is dependent on agricultural labour, who face employment crisis after the kharif season. For such landless agricultural laborers, we had also announced to give benefits from this financial year under 'Rajiv Gandhi Grameen Bhumiless Krishi Mazdoor Nyay Yojana'. Under which there is a provision to provide 6 thousand rupees per year. In December 2021, the final selection of eligible beneficiaries has been done from special gram sabhas. The amount of the first installment will be transferred to the eligible beneficiaries on February 1, immediately after the Republic Day.
Chhattisgarh Spent 76 Percent of the amount for Agriculture and related works
Provision has been made by the Government of India to spend 60 percent of the amount in 'Mahatma Gandhi National Rural Employment Guarantee Scheme' to promote agricultural works, but in Chhattisgarh we have spent 76 percent of the amount for agriculture and related works. Similarly, against the provision of 65 percent for natural resource management for water-forest-land related works, we have spent 82 percent in Chhattisgarh. In the era of Corona, a record was made for providing employment on a large scale in the villages with MNREGA, while convergence with the schemes of other departments, we have proved the wider significance of MNREGA.
Suraji Gaon Yojana @ Narva, Garuva, Ghurva, Au Bari
Our 'Suraji Gaon Yojana' is succeeding in laying the foundation for the new economy in the villages. Under this, the work of development of Narva, Garuva, Ghurva, Bari is now being done on a large scale.
'Godhan Nyay Yojana' has provided a new means of livelihood to rural and urban cow-keepers. So far, cow dung worth more than Rs 122 crore has been purchased from this scheme. This has given birth to a new revolution in Vermicompost production and use, which will help solve the impending chemical fertilizer crisis in the country. Gothan is now developing as Rural Industrial Park. Initiatives have been taken to manufacture electricity, natural paints and other products from cow dung. Now the formation of 'Godhan Nyay Mission' will prove to be a milestone to work on all aspects of economic-socio-cultural utility of cow dung in a comprehensive and coherent manner.
Chhattisgarh State Migrant Labor Policy 2020
At the time of Corona epidemic, when a large number of our migrant workers returned to Chhattisgarh, we had resolved to make special efforts for their interest, which has been implemented by making 'Chhattisgarh State Migrant Labor Policy 2020'. Registration of unorganized workers, online of migration register.
Chhattisgarh has been awarded the National 'E-Shramik Service' award by the Government of India for the excellent work done for maintenance, operation of various welfare schemes.
Chief Minister Labor Resource Center
To further the efforts of labor welfare, today I announce that 'Chief Minister Labor Resource Center' will be established at each district headquarter and block level.
Mukhya Mantri Noni Sashaktikaran Sahayata Yojana
Today I also announce a new scheme for the education, employment, self-employment and marriage assistance of daughters of labor families, which will be known as 'Mukhya Mantri Noni Sashaktikaran Sahayata Yojana'. Under this scheme, a lump sum amount of 20-20 thousand rupees will be paid in the bank account of the first two daughters of the beneficiaries registered in 'Chhattisgarh Building and Other Construction Workers Welfare Board'.
Universal PDS Benefits reaching 2 crore 55 lakh people, 100% Coverage as per 2011 Census
The Public Distribution System has made an incomparable contribution to providing food grains to the needy sections, but in Chhattisgarh this system too had fallen into disrepair in the decade and a half. We have kept the promise of 'Universal PDS', the benefits of which have started reaching 2 crore 55 lakh people. This is 100% coverage as per 2011 census. 778 new fair price shops have been started in the last one year. We started the distribution of fortified rice containing iron folic acid from Kondagaon district, which has now been implemented in the mid-day meal scheme and supplementary nutrition diet scheme in the entire state. In this way, along with food security, new measures are being taken for nutritional security.
Mukhyamantri Suposhan Abhiyan: The Supplementary Nutrition Diet Program
In Bastar, I came to know about the menace of malnutrition and we took immediate steps, increasing which 'Mukhyamantri Suposhan Abhiyan' was started for the eradication of malnutrition in the entire state. With this initiative of ours, about 1 lakh 60 thousand children have become free from malnutrition and more than 1 lakh women have become free from anemia. More than 25 lakh children and pregnant women are being benefitted under the Supplementary Nutrition Diet Program. In this way a healthy and well-nourished new generation will become the power of Chhattisgarh.
Saksham Yojna, Chhattisgarh Mahila Kosh, BIHAN The Chhattisgarh State Rural Livelihood Mission
We want that the contribution made by women self-help groups in the socio-economic development of the state should get more momentum, so 'Saksham Yojna' will provide a loan of Rs 2 lakh to women to start their own business. made under. Women self-help groups, who had taken loans through Chhattisgarh Mahila Kosh, had come to a standstill due to pending loans of about Rs 13 crore. We have not only waived off such loans of more than 6 thousand clusters but have also doubled the loan eligibility of all the groups. Under the 'Chhattisgarh State Rural Livelihood Mission' (BIHAN), more than 22 lakh women have been linked with self-help groups and given employment.
Tribal culture, arts, living is a matter of pride for us, but for one and a half decades, a great loss of working against the expectations of this society has been happening in the tribal areas. On the other hand, taking advantage of the geographical conditions and the simplicity of the society, the Naxalites also made them the center of violent activities. Against this background, we have adopted a strategy of proper and coherent development in the tribal settlements, thereby making a new beginning in an atmosphere of mutual trust. Today I feel very happy to say that we are successful in our strategy, the benefits of which are visible in the tribal areas.
We made a new beginning by making the remuneration rate of collection of tendu patta Rs.4000 per standard sack. Earlier, there was a system to buy only 7 minor forest produce on support price, which will now be increased to 61. It has also been announced to buy 'Rally Kosa' at support price.
The initiative of justice, which was started in Lohandiguda with land wapsi, spread in every field, economic and social. Starting schools closed due to Naxalite violence, freedom from court cases, review of canceled forest rights claims, distribution of individual and community forest rights certificates, malnutrition-free Bastar, malaria-free Bastar campaign, cashews with the help of DMF and other funds, Promotion of new farming like coffee, papaya, formation of Junior Service Selection Commission, Chief Minister Haat-Bazaar Clinic Scheme, Aamcho Bastar, World Tribal Day holiday, road, electricity and mobile network, air service, Devguri area development, development authority In the local leadership, Madhur Gur Yojna, increase in honorarium of Manjhi, Chaliki, etc. for Bastar Dussehra, a strong bond of mutual trust has been created between the local public and the government through various efforts like masahti survey in Narayanpur district. This is our biggest capital which will open new doors of development in tribal areas.
We have also started the 'Chhattisgarh Millet Mission' which will work closely with the top institutions of the country for productivity, marketing, value addition, etc. of small cereal crops like Kodo, Kutki, Ragi, etc. Its benefit will also be mainly given to the farmers of tribal areas. Chirag project has been started in 25 development blocks of 14 tribal-dominated districts of the state at a cost of Rs 1,735 crore, which will help in mobilizing new means of livelihood in these places. I am happy to state that 455 percent more herbal products were sold in the year 2021-22 as compared to the year 2018 and the target is to increase it to 1100 percent in the next one year.
'Think Bee' and 'Badal' Academy will help the youth of tribal areas to hone their culture, talent, educational and innovation capabilities. In this way, positive changes are coming in Bastar due to the winds of education, health, employment and infrastructure development. The draft PESA rule has been prepared by taking suggestions from tribal groups. I am sure that Chhattisgarh will set a new paradigm in the direction of tribal welfare and development, which will mark the very important participation of tribal society in the development of the state.
I am happy that with the confluence of livelihood and participation, we have also strengthened the cleanliness campaign. Connecting waste processing with the employment of sanitation didis and connecting various schemes of the government with wide public consciousness has given national recognition to the cleanliness model of Chhattisgarh. This is the reason that the Government of India has given the National Award to Chhattisgarh as the cleanest state of the country for the third time in a row. I would like that many of our contributions to the strengthening of the republic through reforms, people's participation and development should be recorded.
We have taken care of relief and employment with the development of all the infrastructure related to public facilities like roads, electricity, water, health, education. Reduced transmission losses through improvements and expansions in power transmission systems, while better management brought system availability to 99.79 percent, a record high. Along with increasing the reliability of electricity supply, the benefit of Bijli Bill Half Scheme has been extended to 40 lakh 45 thousand consumers, thereby saving them Rs 2 thousand 200 crore. Under various schemes, roads are being constructed in the state at a cost of more than Rs.24 thousand crores. In order to make the educated unemployed a participant in the construction works, more than 5 thousand youth have been registered under 'e-category registration' and they have been allotted construction works worth about Rs 200 crore at the block level through a simplified process. To increase the irrigation potential in the state, work is being done expeditiously to complete the Kelo Project, Kharang Project, Maniyari Project, Arpa Bhainsa-Jhar Project this year.
In order to provide pure drinking water in rural areas, under Jal-Jeevan Mission, there is a plan to provide tap connections to more than 48 lakh households by September 2023, out of which about 8 lakh connections have been given. Similarly, tap-water schemes have been completed in 124 urban bodies and work is in progress in 44 urban bodies.
The number of doctors, medical staff and equipment has been increased manifold to expand the health infrastructure. On the other hand, more than 18 lakh people have been screened under 'Chief Minister Haat-Bazaar Clinic Scheme,' 'Chief Minister Urban Slum Health Scheme,' 'Dai-Didi Clinic Scheme' to provide facilities to hospitals in places where the public is unable to reach hospitals. and was treated. 'Doctor. Through Khubchand Baghel Health Scheme, 'Chief Minister Special Health Assistance Scheme', people have been freed from the worry of expenditure ranging from 50 thousand to 20 lakh rupees for treatment.
'Shri Dhanwantri Generic Medical Store Scheme' was started to expand public convenience and relieve the burden of expensive medicines, which is now being expanded to all cities.
Nawa Jatan 2.0 Abhiyan, Swami Atmanand English Medium Schools of Excellence, Play school 'Balwadi', and Mahatari Dular Yojna
From school education to higher education and from employment to developing culture, we have taken many steps for the secure future of the new generation. On the lines of Swami Atmanand English Medium Schools of Excellence, now such Hindi schools will also be established in every district. Play school 'Balwadi' will be established for 5-6 year old children at such places where Anganwadi and primary school are in the same courtyard. In the first phase, more than 6 thousand such kindergartens will be started. International standard residential school will be established in Nava Raipur. We have understood the needs of the children with full sensitivity, so for the children who lost their parents due to Corona, 'Mahatari Dular Yojna' was started, under which more than 2 thousand 500 children got a scholarship of Rs 2 crore. Has been. Apart from this, school fees have also been waived off. The decline in the level of education was felt globally due to Corona, for which we have decided to run remedial education 'Nawa Jatan 2.0 Abhiyan'.
We have not made education a medium of only bookish knowledge, but have kept the goal clear that education should make the youth capable and employable. So far, ITI institutions have been started at 125 places in the state for providing employable education and training. Now ITIs will be opened in each development block. 10 new agricultural colleges, Krishi Vigyan Kendra and Mahatma Gandhi University of Horticulture and Forestry have been established in three years to support agriculture as the biggest source of employment.
We have opened doors of jobs on a large scale in government departments and semi-government organizations through direct recruitment and other means. Villages, forest areas, traditional skill work and value addition of local resources have also created huge employment opportunities in the state. Due to the success of our industrial policy, 32 thousand people have got employment and 90 thousand people are proposed to get employment. In the last three years, our enthusiasm has increased to see the glow of self-reliance in the eyes of the youth. This is the reason why we have formed 'Chhattisgarh Employment Mission', under which we will put all our efforts to create 15 lakh new employment opportunities in the next five years.
We have renovated the ancient temple complex of Mata Kaushalya at Chandkhuri, while connecting the faith places of the state with the facilities of tourism development, while marking 75 places on the Ram Van Gaman Path and have prepared an action plan for their development. In the first phase, the development work of 9 of these places is in progress. These places will also become medium of employment generation on a large scale.
Brothers and sisters, the struggle for justice and commitment to the rule of law is our legacy. The freedom movement was for justice. Our national leadership has always considered it its duty to make the constitution and continuously expand the scope of civil rights through amendments in the constitution. We believe in carrying forward this legacy. Recruitment of third gender youth in police force, recruitment of Bastar soldiers in Bastar fighters force, construction of 5 major bridges in the inaccessible and naxal affected areas of Bastar under the supervision of security forces, installation of mobile towers, community policing We consider increasing the confidence of the public through all this and increasing the civic amenities through all this as a step in the direction of justice. As a result of our commitment to get back the amount cheated by the chit fund companies from the innocent people of the state, so far 840 accused of chit fund companies have been arrested, more than Rs 11 crore has been recovered and returned to the public. Efforts will be made to return more amount through large-scale attachments and property auctions.
Administrative facilities are also a part of justice. In the last three years, we announced the formation of 5 new districts, out of which one district is writing a new story of development. At the same time, the formal inauguration of the other four districts will also be done soon. We had made 132 services online through Lok Seva Kendras, in which more than 25 lakh people were benefited in a year.
Today, on the auspicious occasion of Republic Day, I make some more important announcements in the interest of my Chhattisgarhia brothers and sisters:

Brothers and sisters, we call the earth as mother, we identify it as Bharat Mata and Chhattisgarh Mahtari, so I believe that our constitution is like a mother's lap, in whose shade the most protection is felt. When we had taken the resolution to create 'Nawa Chhattisgarh', then in our mind we had only wish for the honor and welfare of Chhattisgarh Mahtari and all the brothers and sisters of the state and thus our extended family state. Our earth full of resources can give employment and security of a happy future to all the people of Chhattisgarh.
