Noelia is a bilingual Venezuelan-American and international interior design student, who resides in Salt Lake City, Utah, after growing up in South Florida. She is a force for good, a transformational leader advocating for immigration rights and reform, as well as an advocate for violence awareness and prevention. Noelia passionately believes in empowering women to determine their own futures, making her a dedicated advocate for positive change.

Venezolana Noelia Voigt is a Interior Designer, One Love Workshop Facilitator and Author of “Maddie the BRAVE.”
Noelia Voigt embodies the essence of a transformational leader and a force for good. As an Interior Design student, her dream is to establish her own design firm and host a TV show, where she gives back to families in need of a home makeover. Her bilingual background as a Venezuelan-American woman enriches her cultural perspective. As the daughter of a Venezuelan immigrant, immigration rights are incredibly important to her. With a remarkable commitment to advocacy,
Noelia has championed Dating Violence Awareness and Prevention for six years alongside the One Love Foundation, educating over a thousand students nationwide about the critical aspects of healthy and unhealthy relationships. She is also a published children’s book author. Off-duty, Noelia finds joy in teaching her Australian Shepherd, Mila, tricks, going car camping amidst Utah’s National Parks, and Latin dancing. Her fascination with severe weather fuels her aspiration for future storm chasing adventures.

Fox is an inspiration as a Hollywood actress, generous philanthropist and accomplished businesswoman.
Emina Cunmulaj-Nazarian, an accomplished Albanian-American supermodel, catapulted to fame at 15 by winning Elite Model Look Yugoslavia in 2001. She collaborated with fashion icons like Jean Paul Gaultier, Karl Lagerfeld, and Dolce & Gabbana, gracing covers of Vogue, Elle, Marie Claire, and more. Since 2019, Emina has been a prominent figure at Harvard and The University of Michigan, lecturing on philanthropy. She founded the Emina's Hand Foundation, serves as COO and board member at Fundjavë Ndryshe Foundation, supports education through the Nazarian Family Foundation, holds a board seat at the Baptist Health Foundation, passionately promoting philanthropy and community wellness.
Nicole Miller is an American-born designer trained at both the Rhode Island School of Design and Ecole de la Chambre Syndicale de la Couture Parisienne in Paris. While RISD inspired her sense of freedom and creativity, Chambre Syndicale instilled a mastery of the classical techniques of couture. Miller skillfully drapes silhouettes to achieve a natural body consciousness that is both sensual and dynamic. Often inspired by film imagery and foreign culture, Nicole Miller sets trends with fashion’s print and color elite.
The Nicole Miller brand was launched in 1982 and became well-known in the retail industry for popularizing the little black dress. Over the past 40 years, the brand has garnered a loyal following of celebrity fans, including Keke Palmer, Miley Cyrus, and Blake Lively, amongst others. Nicole is a CFDA member and has been the recipient of numerous industry awards, such as the Legend of Fashion Award (2006), Fashion Group International Lifetime Achievement Award (2012), and the Visionary Woman Award (2014). She was named Fashion Designer of the Year at Hamptons Fashion Week (2022).
Patrick Starrr is known industry wide as one of the first ‘men in makeup’. Patrick Starrr opened doors for everyone to feel welcome in the beauty space through his content. With over 9 million followers, Patrick has grown a dedicated and engaged audience that is based on inclusivity and celebration of all beauty. His own brand, One/Size, has quickly become one of the top brands in Sephora, and has shed a light on the importance of makeup being a One/Size fits all through campaigns.
Winners' Statement as Miss Utah USA
God’s timing is always right. I still can’t believe that I am Miss Utah USA 2023 and will be competing at Miss USA later this year! I took the biggest risk of my life thus far by moving across the country to chase this dream of mine and it paid off in the best way.
I have to recognize the village that has surrounded me throughout my pageant journey. Mom, Dad, Natasha and Sean, Nicole, my heavenly sister Neomy, Tia Chana, Tio Manel, Christopher, Carlos, Paula, and so many more family members: I can’t thank you all enough for your constant support, encouragement, being my biggest cheerleaders, and believing in me from the beginning. Mom and Dad, you work so hard and sacrifice so much to be able to provide me with these opportunities and for that I am forever grateful. JH and the Hendrix family, thank you so much for supporting me in the pursuit of this dream since before I even met you all. It has been so hard to be away from you guys and Mila, but I thank you for encouraging me to chase this goal of mine and taking care of Mila while I do it.
To my director Shanna Moakler, I am so grateful that I get to call you my director. Thank you for putting on such an incredible pageant and creating a safe space for contestants to grow, show confidence, and feel like winners regardless of the outcome. You are such a pleasure and joy to work with. I can already tell we are going to have the best year and best prep for Miss USA! To the judges who were on the panel, I am so grateful for the opportunity to meet you all and share who I am with you. I will never be able to thank you enough for choosing me and trusting me with the title of Miss Utah USA.
